Abstract
Safety, reliability, and risk management have become increasingly difficult to address through conventional approaches, particularly when failures are rare, consequences are unevenly distributed, and regulatory expectations differ across domains. This paper develops a four-layer analytical framework—monitoring, early warning, evaluation, and compliance—and applies it to a multi-industry review spanning automotive-grade RF power amplifiers, V2X on-board terminals, laminated windshield glass, semiconductor manufacturing, lithium-ion batteries, smart pet devices, financial CRM systems, and traditional Chinese medicine interventions. Engineering studies suggest that detection performance is only one dimension of safety, and that threshold selection, false alarm rates, and organizational willingness to act on uncertain signals are equally important, though evidence remains fragmented and reporting practices inconsistent. Battery and smart device research reveals trade-offs between sensitivity and false alarm rates that are not purely technical, and ethical dimensions that are not always addressed. Data compliance and healthcare studies indicate that safety criteria are not commensurable across domains, with regulatory compliance largely rule-based and clinical safety evaluated through outcomes and adverse events, which constrains direct comparison. Rather than proposing a unified evaluation model, the paper argues that cross-domain learning is possible only if concepts are translated with care and if the limitations of current evidence—small samples, short follow-up, contextual confounding—are acknowledged. Future research may benefit from longitudinal designs, broader heterogeneous datasets, and greater attention to implementation contexts and governance mechanisms.
